Description: The Dhabeji Special Economic Zone (SEZ) is a priority project under the China-Pakistan Economic Corridor (CPEC), designed to attract foreign and domestic investment and boost industrial growth in Pakistan. Located in Thatta, near Karachi, the zone is being developed in a public-private partnership and is considered one of the most viable CPEC economic zones due to its strategic location.Key featuresLocation
- Proximity to ports: Situated near Port Qasim, Dhabeji SEZ provides easy and cost-effective access for importing raw materials and exporting finished goods. An 8-kilometer direct access road is under development to connect the zone with the port. A dedicated jetty is also planned for additional connectivity.
- Connectivity: The zone offers nationwide connectivity via the National Highway and links to the CPEC route through ML-1.
- Air access: The Jinnah International Airport in Karachi is only 30 kilometers away, facilitating the travel of foreign workers and management.
Development and infrastructure- Size: Spanning 1,530 acres, the project is planned in two phases.
- Phase 1: Covers 750 acres.
- Phase 2: Will add 780 acres.
- Facilities: The master plan includes modern infrastructure and comprehensive facilities such as:
- Captive power plant and an exclusive grid station.
- Wastewater treatment plant.
- Vocational and technical training center.
- Residential zone and a 5-star hotel.
- Logistics park and warehouses.
- Hospital and emergency response center.
- Partnership model: The project is being executed as a public-private partnership (PPP) with investors, including a Chinese consortium.
Incentives for investors- Tax holiday: Zone enterprises are exempt from income tax for 10 years.
- Customs duty exemption: A one-time exemption from customs duties and taxes is provided for importing plant and machinery.
- Utility provision: Gas, electricity, and water are to be provided at the "zero point" of the zone.
